What is TEC Certification in India?

Telecommunication Engineering Centre (TEC) is the technical body of the Department of Telecommunications (DoT), Ministry of Communications, Government of India. TEC is the apex authority for setting standards, generic requirements (GR / IR / SR) and conformance testing of all telecom & IT-network equipment used in the Indian Public Telecom Network (PTN).

Under the Indian Telegraph (Amendment) Rules, 2017 read with Section 7 of the Indian Telegraph Act, 1885, TEC operates the MTCTE (Mandatory Testing & Certification of Telecom Equipment) scheme. No telecom equipment may be sold, imported, used or connected to the Indian network unless it carries a valid TEC Certificate of Conformance.

What is TEC and MTCTE?
TEC (Telecommunication Engineering Centre) is the technical body of the Department of Telecommunications, Government of India. MTCTE (Mandatory Testing & Certification of Telecom Equipment) is the statutory scheme operated by TEC under the Indian Telegraph Rules, 2017 — under which no telecom equipment may be sold, imported, used or connected to the Indian network without a TEC Certificate of Conformance.
Is MTCTE mandatory for my product?
If the product appears in the notified list of MTCTE Phase I–V equipment (CPE, smartphones, smart watches, GPON, switches, routers, BTS, IoT modules, etc.), MTCTE is mandatory. Customs clearance under HSN 8517 and many allied codes is now linked to a valid MTCTE certificate. We help map your product to the right Phase & ER.
What is the difference between GCS and SCS?
GCS (General Certification Scheme) requires full testing of the equipment at a TEC-designated CAB lab against the applicable TEC Essential Requirement. SCS (Simplified Certification Scheme) is a document-based or self-declaration route for low-risk / well-established categories where existing ILAC-MRA reports may be accepted with a TEC review. Most products use GCS.
What is ITSAR cyber security testing?
ITSAR (Indian Telecom Security Assurance Requirements) is a series of TEC documents that prescribe the security baseline for telecom equipment — covering authentication, cryptography, secure boot, patch management, vulnerability handling and privacy. From 1-October-2024, ITSAR testing is mandatory for several MTCTE categories, alongside conformance testing.
How long does TEC / MTCTE certification take?
For most categories, TEC certification takes 8–18 weeks end-to-end — including 1–2 weeks of application preparation, 4–10 weeks of CAB testing, observation closure and 2–4 weeks of TEC scrutiny & certificate issuance. Cyber-security-heavy categories (gNB, IoT gateways) tend to be at the longer end.
Can foreign manufacturers apply for TEC directly?
No. Foreign manufacturers must appoint an Authorised Indian Representative (AIR) with whom TEC corresponds, who pays fees in INR, holds the certificate and is responsible for post-market surveillance. We can act as your AIR, manage the entire MTCTE process and represent you for any TEC observation or audit.
Are FCC / CE / IC reports accepted by TEC?
Foreign reports are not directly accepted as a substitute for MTCTE testing. However, ILAC-MRA-recognised test reports may be partially leveraged under SCS for select categories or for reducing duplicate testing within GCS, subject to TEC's discretion. The certificate itself is always issued by TEC, not by the foreign body.
What is the fee structure for TEC certification?
TEC charges an application fee, an evaluation fee and a certificate fee — typically a few thousand to a couple of lakh rupees depending on category, complexity and ITSAR applicability. The CAB lab testing fee is separate and varies by lab and the depth of testing required. We provide a full cost sheet up-front.
What is the validity of a TEC certificate?
A TEC Certificate of Conformance is valid for 5 years. Renewal must be filed before expiry, with confirmation of unchanged design or fresh testing for any material change. Variant additions, firmware upgrades and IMEI/MAC range changes can be filed during the validity period.
What happens if I sell uncertified telecom equipment?
Selling, importing or operating non-MTCTE equipment is a violation of the Indian Telegraph Act and Rules. Customs may seize shipments, the importer is liable for prosecution & penalty, marketplaces may de-list the SKU, and TSPs cannot use the equipment in their network. For ITSAR-mandated categories, ineligibility for tenders is automatic.
Is TEC certification needed in addition to WPC ETA / BIS CRS?
Yes — they are independent regulators. WPC ETA covers radio-spectrum & frequency allocation under the Wireless Telegraphy Act. BIS CRS covers product safety under the BIS Act. TEC / MTCTE covers telecom interface, conformance & cyber security under the Telegraph Act. A typical Wi-Fi router or smartphone needs all three.
