Overview
Telecommunication Engineering Centre (TEC) is the technical body of the Department of Telecommunications (DoT), Ministry of Communications, Government of India. TEC is the apex authority for setting standards, generic requirements (GR / IR / SR) and conformance testing of all telecom & IT-network equipment used in the Indian Public Telecom Network (PTN).
Under the Indian Telegraph (Amendment) Rules, 2017 read with Section 7 of the Indian Telegraph Act, 1885, TEC operates the MTCTE (Mandatory Testing & Certification of Telecom Equipment) scheme. No telecom equipment may be sold, imported, used or connected to the Indian network unless it carries a valid TEC Certificate of Conformance.

Our Process
From scope determination to final TEC Certificate of Conformance — we coordinate with TEC, designated CAB labs and the ITSAR cyber-security CABs and manage the entire portal filing, observation closure & renewal lifecycle.
We confirm whether your product falls under MTCTE Phase I–V, identify the applicable TEC Essential Requirement (ER) and decide on GCS vs. SCS route.
Foreign manufacturers appoint us as Authorised Indian Representative (AIR). We create the MTCTE portal account and prepare the application with technical write-up.
Bench review of datasheet, schematic, firmware & BoM against TEC ER and ITSAR clauses to surface failure risks before the sample enters the CAB lab.
Coordinate sample dispatch to a TEC-designated Conformity Assessment Body (CAB) with all artifacts — ICS, technical file, BoM, firmware version & cabling.
CAB performs technical, safety, EMI/EMC, RF and (where mandated) ITSAR security testing. We track every milestone & intermediate observation.
TEC or the CAB may raise observations on technical or security non-conformities. We coordinate engineering responses and re-test cycles to close them.
On successful evaluation, TEC issues the digitally-signed Certificate of Conformance (5-year validity) — usable for customs clearance, OEM supply & tenders.
We manage variant additions, firmware updates, IMEI/MAC range expansions and 5-yearly renewal applications without break in market access.
