What is DGFT & Why You Need a Licence?

DGFT (Directorate General of Foreign Trade) is the nodal agency under the Ministry of Commerce & Industry, Government of India, responsible for formulating and implementing India's Foreign Trade Policy (FTP). It controls all imports and exports through the IEC system and operates several duty-saving and export-promotion schemes.

From the basic Importer-Exporter Code (IEC) — mandatory for any cross-border trade — to advanced schemes like Advance Authorisation, EPCG, DFIA, RoDTEP, SCOMET & RCMC, DGFT licences can save you 5%–25% on landed cost and unlock premium status (Star Export House) recognition for global tenders.

  • IEC is mandatory for any import / export from India
  • Advance Authorisation & DFIA save customs duty on inputs
  • EPCG enables zero-duty import of capital goods
  • RoDTEP refunds embedded taxes on exports
  • RCMC is mandatory for FTP benefits & export incentives

👥 Who Needs DGFT Services?

📦 Manufacturer-exporters & merchant-exporters
🏭 Raw-material importers & component buyers
⚙️ Capital goods importers (machinery, plant)
🛒 e-Commerce sellers (Amazon Global, Etsy, Shopify)

🔬 Dual-use chemicals / tech exporters (SCOMET)

⚡ DGFT Licence vs. RCMC

DGFT Licence / Authorisation
Issued by DGFT for import/export of restricted goods or to claim duty exemption — IEC, AA, EPCG, DFIA, SCOMET, etc.
⬇ Often paired with ⬇
RCMC (Council Membership)
Issued by Export Promotion Councils (EPCH, EEPC, FIEO etc.) — required to claim FTP incentives like RoDTEP & benefits under MAI / MDA.

Frequently Asked Questions

Common questions about IEC, Advance Authorisation, EPCG, RoDTEP & other DGFT licences.

Is IEC mandatory for every importer / exporter?
Yes — IEC (Importer Exporter Code) is mandatory for any business or individual that imports or exports goods or services from India. Even service exporters availing FTP benefits, e-commerce sellers shipping abroad and gift / sample exporters above ₹5 lakh need an IEC. Limited exemptions apply for personal goods of non-commercial nature.
How long does it take to get an IEC?
An IEC is typically issued within 1–3 working days on the DGFT portal once all KYC documents are clean. The application is fully online with PAN-based auto-validation. From FY 2021-22, IEC must be electronically updated every year between April and June even if there is no change.
What is the difference between Advance Authorisation and DFIA?
Both schemes allow duty-free input import — but timing & transferability differ. Advance Authorisation is issued pre-export and is non-transferable; the licence holder must export against it. DFIA is issued post-export against shipping bills already filed and the licence is freely transferable to other importers, making it tradeable in the secondary market.
What is the Export Obligation under EPCG?
Under EPCG, capital goods can be imported at zero customs duty against an Export Obligation (EO) of 6 times the duty saved, to be fulfilled in 6 years from the date of authorisation. EO is in addition to the average exports of the preceding 3 years. We help calculate, monitor & redeem the EO with the EODC.
What is RoDTEP and how is it different from MEIS?
RoDTEP (Remission of Duties & Taxes on Exported Products) is a WTO-compliant scheme that reimburses embedded central, state & local taxes on exported goods through ICEGATE-issued e-Scrips. MEIS was India's earlier flat-rate incentive scheme that was found WTO-incompatible & discontinued; it has been fully replaced by RoDTEP from January 2021.
What is RCMC and which Council should I register with?
RCMC is a Registration Cum Membership Certificate issued by an Export Promotion Council (EPC), Commodity Board or FIEO that is mandatory to claim any FTP benefit. The right Council depends on your principal export — e.g. EEPC for engineering, EPCH for handicrafts, PHARMEXCIL for pharma, AEPC for apparel, FIEO for any miscellaneous category. Validity is 5 years.
What is SCOMET and who needs it?
SCOMET stands for Special Chemicals, Organisms, Materials, Equipment & Technologies — a list of dual-use items (civilian + military potential) regulated under India's strategic export control. Exporters of dual-use chemicals, sensors, drones, encryption tech, biotech, nuclear-related materials & aerospace components need a SCOMET licence from DGFT before export. We handle end-use certification & inter-ministerial clearance.
What are the categories of Star Export House?
Status Holder categories under FTP 2023 are based on FOB / FOR exports of three preceding financial years & the current year — ranging from 1-Star (US$ 3 mn), 2-Star (US$ 15 mn), 3-Star (US$ 50 mn), 4-Star (US$ 200 mn) to 5-Star (US$ 800 mn). Status holders enjoy procedural facilitation, self-attestation rights, exemption from BG & preference in tenders.
What happens if I cannot meet the Export Obligation?
Shortfalls in Export Obligation can be regularised by paying the customs duty saved + interest @ 15% p.a. on the un-fulfilled portion, along with a small composition fee. We help quantify shortfall, draft regularisation requests, negotiate the demand with RA & close the file with EODC issuance.
Can MSMEs and start-ups apply for DGFT schemes?
Yes — MSMEs & DPIIT-recognised start-ups enjoy several preferential provisions in the FTP including reduced minimum export obligation, easier norms fixation, self-certification rights, exemption from average EO under EPCG (case basis) & priority disposal of applications. We help structure filings to maximise these reliefs.
Can foreign companies / their Indian arms apply for DGFT licences?
Yes — any entity holding a valid Indian IEC (Indian subsidiary, branch office, LLP, Pvt Ltd, sole proprietor) can apply for any DGFT licence. For SCOMET & sensitive items, end-user certificates & foreign holding-company structure are scrutinised more closely. We routinely handle DGFT filings for Indian arms of US, EU, Japanese & Korean MNCs.
What does Global Approbation do beyond paperwork?
We provide scheme selection, financial-modelling for AA / EPCG (duty saving vs. EO), SION / norms research, ITC (HS) classification, RA jurisdiction strategy, online portal filing, query response, customs & ICEGATE coordination, EO monitoring, e-BRC reconciliation, EODC redemption and full audit defence — effectively serving as your end-to-end foreign-trade compliance partner.
