Frequently Asked Questions

Common questions about the BIS FMCS online transition effective 1st June 2026.

Has BIS issued a gazette notification for the FMCS online transition? โŒ„
As of now, BIS has not issued a separate official gazette notification for this specific change. However, the announcement has been formally published on the BIS Manakonline portal โ€” the official online platform of the Bureau of Indian Standards โ€” confirming that, with effect from 1st June 2026, all FMCS applications must be filed online and no offline submissions will be accepted.
What is the official portal for online FMCS application? โŒ„
The official portal is manakonline.in โ€” the BIS online services platform. Foreign manufacturers click the FMCS tile, create an account, verify email & mobile, complete the Organisation Profile and then apply for a new licence through the 9-section online form.
Can I still file an offline FMCS application before 1st June 2026? โŒ„
Until 31st May 2026, BIS continues to accept the existing application modes for FMCS. From 1st June 2026 onwards, only online applications submitted through the Manakonline portal will be processed. We strongly recommend planning fresh files directly on the online portal to avoid transition risk.
Does this online change apply only to new licences or also to renewals and inclusions? โŒ„
The announcement covers FMCS application submissions broadly. New licence applications, renewals, inclusions of additional articles / varieties and post-licence amendments are all expected to be filed through the Manakonline portal under the new regime. Our team handles each of these workflows online.
Do existing FMCS licence holders need to migrate to the online portal? โŒ„
Yes. Existing FMCS licence holders should create / activate their Manakonline account, complete the Organisation Profile and link their existing licence so that future renewals, inclusions and compliance steps can be processed online from 1st June 2026 onwards.
How is the FMCS application fee paid under the online process? โŒ„
The Manakonline portal automatically calculates the application fee in INR. The applicant pays the equivalent amount in USD offline (typically via NEFT / wire transfer to the BIS branch), and uploads the bank advice and payment details (NEFT number, bank name, date, amount and supporting PDF) in the dedicated fee section of the application.
Can the application be saved and edited later? โŒ„
Yes. The 9-section online application is saved as a Draft automatically after each section until payment is made. Applicants can return to the Manakonline dashboard, open the draft and continue from where they left off. Section-wise preview & edit are available before the final fee step.
Is the Authorised Indian Representative (AIR) still mandatory under the online FMCS? โŒ„
Yes. The AIR requirement remains unchanged. A resident Indian AIR (or an importer / Indian arm) must be nominated and their details captured in the Management Details section, along with an AIR Nomination Letter, residency declaration and contact information. Global Approbation can act as your AIR.
What if my account verification link expires or I forget my password? โŒ„
The Manakonline login page offers both Create Account and Forgot Password / Reset Password options. Use these to regenerate the verification link or reset your password. Note that the registered email address is locked at account creation, so enter it carefully on the registration form.
Will the online transition delay my FMCS licence? โŒ„
A correctly filed online application typically progresses faster than an offline one because of automated routing, dashboard visibility and digital query handling. However, the overall FMCS licence grant time depends on document quality, BIS scrutiny and the preliminary factory inspection (usually 6โ€“9 months end-to-end). A well-prepared file is the single biggest accelerator.
