Overview
Extended Producer Responsibility (EPR) for Waste Tyres is a regulatory framework introduced under Schedule IX of the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2022, notified by the Ministry of Environment, Forest and Climate Change (MoEF&CC) on 21st July 2022.
The framework makes Producers, Importers and Brand Owners (PIBOs) of new tyres legally responsible for the environmentally sound management of waste tyres generated from their products. It is implemented and monitored by the Central Pollution Control Board (CPCB) through a dedicated online portal โ eprtyres.cpcb.gov.in.
Registration Categories
CPCB issues separate registrations to different stakeholders in the tyre value chain. Choose the correct category based on your business activity.
| Registration Category | Who Should Apply | Validity | Status |
|---|---|---|---|
| Producer Registration | Indian manufacturers of new tyres for domestic sale (any 2/3-wheeler, PCR, TBR, OTR). | 5 Years (renewable) | โ PIBO |
| Importer Registration (New Tyres) | Entities importing new tyres into India under HSN 4011 / 4013. | 5 Years (renewable) | โ PIBO |
| Importer Registration (Waste Tyres) | Importers of waste/used tyres, baled tyres, shredded chips, granules. | 5 Years (renewable) | ๐ฆ Imports |
| Recycler Registration | Recyclers processing waste tyres via pyrolysis, crumb rubber, reclaim rubber, devulcanisation. | 5 Years (renewable) | โป๏ธ Recycler |
| Retreader Registration | Units that retread used tyres for second-life use (cold/hot retreading). | 5 Years (renewable) | ๐ง Retreader |
| Brand Owner Registration | Companies selling tyres under their own brand though manufactured by third party. | 5 Years (renewable) | ๐ท๏ธ Brand |
Our Process
From data collection to certificate download โ we handle every step on the CPCB EPR Tyre portal so you can focus on your business.
We assess your business model โ Producer, Importer, Recycler or Retreader โ and determine the exact EPR category, target liability and document set required.
Compile last 1โ3 years' production / import / recycling quantity (category-wise โ 2/3-W, PCR, TBR, OTR) with CA certification and supporting invoices.
Create a verified login on eprtyres.cpcb.gov.in using company PAN, GST and authorised signatory's mobile/email OTP verification.
Prepare KYC, brand list, manufacturing/import data, CTE/CTO (for Recyclers), HW Authorization, undertakings, layout plans and process flow diagrams.
Fill the prescribed online form, upload all documents, declare EPR targets and pay the prescribed CPCB registration fee through the payment gateway.
CPCB scrutinises the application and may raise technical/document queries. We respond on your behalf with corrected files within stipulated timelines.
On approval, the digitally signed EPR Registration Certificate is generated on the portal โ valid for 5 years and required for customs/B2B onboarding.
Recyclers generate EPR Certificates against quantities recycled. PIBOs purchase certificates to fulfil targets. We file mandatory annual returns.
Requirements
Document requirements vary slightly by category (Producer / Importer / Recycler / Retreader). Our team provides a personalised checklist after the first call.
Tyre Categories
EPR registration applies to all categories of pneumatic tyres notified under Schedule IX. Each category has its own target calculation based on weight (MT).
EPR Targets
CPCB has notified phased EPR targets for Producers, Importers & Brand Owners of new tyres. The target is calculated as a percentage of the quantity placed on the market in the relevant base year.
| Obligation Year | Base Year (Quantity Placed) | EPR Target (% of base) |
|---|---|---|
| FY 2022โ23 | FY 2020โ21 (in MT) | 35 % |
| FY 2023โ24 | FY 2020โ21 (in MT) | 70 % |
| FY 2024โ25 | FY 2021โ22 (in MT) | 100 % |
| FY 2025โ26 | FY 2022โ23 (in MT) | 100 % |
| FY 2026โ27 onwards | FY of 2 years prior | 100 % |
๐ Importer Note: 100% of imported quantity in the previous year is the EPR obligation for waste tyre importers from the very first year of import. Targets are shown in MT (metric tonnes), not in number of tyres.
Recycling Technologies
CPCB recognises specific environmentally sound technologies for processing of end-of-life tyres. Recyclers must declare the technology and conform to the relevant SOPs.
| Technology | End Products | Typical Yield | Notes |
|---|---|---|---|
| Pyrolysis | Tyre pyrolysis oil, carbon black, steel wire, syngas | ~ 40 / 35 / 12 / 13 % | Requires CPCB SOP compliance & emission control |
| Crumb Rubber | Crumb & granules (used in roads, mats, sports tracks) | ~ 65โ70 % rubber | Mechanical shredding & grinding |
| Reclaim Rubber | Reclaim rubber sheets for tyre & rubber industry | ~ 70 % | Devulcanisation process |
| Co-processing | Energy recovery in cement kilns (TDF/TDR) | Calorific value ~ 7,500 kcal/kg | As Alternative Fuel & Raw Material (AFR) |
| Civil Engineering Use | Embankments, drainage, erosion control | Whole / shredded | As per IS / IRC specifications |
| Retreading | Second-life tyre (truck/bus retreads) | โ | Extends tyre life by 30โ40 % |
โ ๏ธ Important: Tyre Pyrolysis units must mandatorily comply with the CPCB SOP for Tyre Pyrolysis (latest revision). Non-compliant units risk closure orders, EC charges and de-registration on the EPR portal.
Avoid Environmental Compensation, customs holds and B2B blacklisting. Our consultants get your CPCB EPR registration approved โ fast, accurate, hassle-free.
