What is EPR Registration for Waste Tyres?

Extended Producer Responsibility (EPR) for Waste Tyres is a regulatory framework introduced under Schedule IX of the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2022, notified by the Ministry of Environment, Forest and Climate Change (MoEF&CC) on 21st July 2022.

What happens if I miss my EPR target? โŒ„
CPCB levies Environmental Compensation (EC) on the shortfall quantity. The EC is calculated per MT of unfulfilled obligation as per CPCB's notified rate. Continued non-compliance can result in suspension or cancellation of EPR registration and prosecution under the Environment (Protection) Act, 1986.
Can a Recycler operate without CPCB EPR registration? โŒ„
No. Even if you hold State Pollution Control Board (SPCB) Consent and HW Authorization, you cannot generate EPR Certificates or sell them to PIBOs without separate CPCB EPR Recycler Registration. PIBOs will only buy from CPCB-registered Recyclers.
Is EPR required if I only import waste tyres for my own pyrolysis plant? โŒ„
Yes. Import of waste/used tyres requires both an Importer (Waste Tyre) EPR registration and a Recycler EPR registration if you process in-house. Each year's imported quantity creates a 100% EPR obligation that must be discharged.
Are annual returns mandatory? โŒ„
Yes. Every registered entity (PIBO / Recycler / Retreader) must file an annual return on the CPCB portal by 30th June for the previous financial year, declaring quantities produced/imported/recycled and EPR certificates traded.
Can a foreign tyre brand register directly? โŒ„
