What is E-Waste?

E-waste (Electronic Waste) refers to discarded electrical and electronic equipment (EEE) that has reached the end of its useful life. India is currently the third-largest generator of e-waste globally, producing over 3.2 million metric tonnes annually (MoEFCC data).

Improper disposal leads to serious environmental and public health hazards due to hazardous substances found in electronic products:

  • Lead (Pb) — found in CRT monitors and solder joints
  • Mercury (Hg) — present in fluorescent lamps and flat-panel displays
  • Cadmium (Cd) — used in rechargeable batteries and semiconductors
  • Chromium VI — used in metal coatings and dyes
  • Brominated Flame Retardants (BFRs) — used in plastic casings
  • Polychlorinated Biphenyls (PCBs) — found in older capacitors

EPR Registration for Manufacturers & Importers

Extended Producer Responsibility (EPR) Registration is obtained from the Central Pollution Control Board (CPCB) through the online EPR Portal (epronline.cpcb.gov.in). It is a mandatory pre-market requirement.

EPR Registration is mandatory for all of the following:

  • Manufacturers of Electrical & Electronic Equipment (EEE) in India
  • Importers of EEE into India for commercial sale
  • Producers (Brand Owners) whose branded EEE products are sold in India
  • Refurbishers of EEE
Entity TypeWho They AreEPR Obligation
Producer Manufacturer or importer who places EEE on Indian market under own brand Meet annual EPR targets; register on CPCB portal
Recycler / Dismantler CPCB-authorized facility that processes e-waste Obtain authorization; issue EPR Certificates to producers
Producer Responsibility Organisation (PRO) Third-party body managing EPR compliance on behalf of producers Facilitate collection, channelization, and target fulfillment
Refurbisher Entity that refurbishes and resells used EEE Register with CPCB; ensure safe disposal of non-refurbishable items
⚠️Note: Foreign companies selling EEE in India through their own brand must appoint an Authorised Representative (AR) in India who registers on their behalf and is accountable for EPR compliance.

E-Waste Management Rules 2022

The E-Waste (Management) Rules, 2022 were notified on November 2, 2022 by MoEFCC, replacing the earlier 2016 Rules. The 2022 Rules introduced a shift to an EPR Certificate-based market mechanism.

Frequently Asked Questions

Common questions about EPR Registration for E-Waste Management in India.

Who is required to obtain EPR Registration for E-Waste? ⌄
Any entity that manufactures or imports Electrical and Electronic Equipment (EEE) listed under Schedule I of the E-Waste (Management) Rules, 2022 is required to obtain EPR Registration from CPCB before placing the product in the Indian market. This includes Indian manufacturers, importers, brand owners, and authorized Indian representatives of foreign brands.
Can a foreign company register directly on the CPCB EPR portal? ⌄
No. Only Indian registered entities can apply on the CPCB EPR portal. Foreign companies without an Indian entity must appoint an Authorised Representative (AR) in India who registers on their behalf and takes legal responsibility for EPR compliance. We can act as your Authorised Representative and manage the entire process.
How long is the EPR Registration Certificate valid? ⌄
The EPR Registration Certificate is valid for 5 years from the date of issuance. Annual EPR compliance reports must be filed every year during this period. Renewal must be initiated at least 90 days before the certificate's expiry date to avoid a lapse in compliance.
What are EPR Certificates and how do they work? ⌄
Under the 2022 Rules, CPCB-authorized recyclers/dismantlers generate EPR Certificates after processing a specified quantity of e-waste. Producers must purchase these certificates from recyclers on the CPCB portal to demonstrate that an equivalent weight of e-waste has been responsibly recycled. The quantity purchased must equal or exceed the producer's annual EPR target.
Is EPR Registration required for all electronic products? ⌄
EPR Registration is required for all products listed under Schedule I of the E-Waste (Management) Rules, 2022 (see the Product List section above). If your product falls outside Schedule I, EPR Registration may not be mandatory. However, CPCB periodically expands the covered product list, so we recommend consulting an expert to confirm your product's status.
What happens if I sell products without EPR Registration? ⌄
Selling covered EEE products without valid EPR Registration is illegal under the Environment (Protection) Act, 1986. Penalties include Environmental Compensation of up to Rs. 1 lakh per day, seizure of goods, and possible criminal prosecution. E-commerce platforms and large retailers also require EPR Registration before listing your products.
Does EPR Registration need to be renewed annually? ⌄
No — the EPR Registration Certificate itself is valid for 5 years and does not require annual renewal. However, Annual EPR Target Compliance Reports must be filed each year, and EPR Certificates from authorized recyclers must be uploaded to demonstrate target fulfillment. Non-filing of annual reports can lead to suspension of the registration certificate.
Can one EPR Registration cover multiple product categories? ⌄
Yes — a single EPR Registration can cover multiple product categories listed under Schedule I. During registration, you select all applicable categories (e.g., IT Equipment + Consumer Electronics + Large Appliances). EPR targets are then calculated separately for each category based on POM quantities.
How long does the EPR Registration process take? ⌄
The typical end-to-end timeline is 3–6 weeks, including 3–7 working days for document preparation, 2–3 days for portal filing, and 15–30 working days for CPCB review. We ensure first-time right submissions by thoroughly reviewing all documents before filing to minimize queries and delays.
What is the difference between EPR Registration and EPR Target Compliance? ⌄
EPR Registration is the one-time (5-year) authorization that allows you to legally manufacture or import EEE in India. EPR Target Compliance is the ongoing annual obligation to collect/recycle a specified percentage of your POM quantity by purchasing EPR Certificates from authorized recyclers. Registration is the prerequisite; compliance is the annual duty.
