Overview
LMPC (Legal Metrology Packaged Commodities) Certificate is a mandatory registration issued under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 and the Legal Metrology Act, 2009. Any person who pre-packs or imports any commodity for sale, distribution or delivery in India must obtain this registration before placing the goods in the Indian market.
The scheme is administered by the Department of Consumer Affairs (DoCA), Ministry of Consumer Affairs, Food & Public Distribution. The Director of Legal Metrology, New Delhi is the central registering authority for importers, while State Controllers of Legal Metrology handle manufacturer/packer registrations, model approvals, and verification & stamping of weighing/measuring instruments at the State level.

Drafting application form (LM-1 / LM-2 / state forms), preparing affidavits, authorisation letters, IEC, GST, partnership deed / MoA-AoA and supporting evidence in the prescribed format.
Filing on the DoCA Legal Metrology portal (or relevant State portal), paying the statutory fee (₹500 / ₹1,000 / ₹2,000 per year for 1/2/5-year tenure) and obtaining the application reference.
The Director / Controller scrutinises the application, verifies KYC, premises proof, label sample & product list, and may seek hard-copy submission of original signed forms.
